After some more trialing I’ve found that the 3m Toslink cable is causing issues. It appears as though there is significant light signal loss over that length, meaning that signal from the remote is too weak to trigger the receiver. I have replaced it with a shorter and better quality 2m cable and the signal from the remote is a lot more reliable.
